The repeal of both the Illegal Strikes

and Lockouts Ordinance and what remains

of the Trade Unions and Trade Disputes

Ordinance 1948.

Foggon has however pointed out that, whereas

his recommendations envisaged voluntary arbitration,

Mr Jenkins seems to be implying compulsory

arbitration whereby one party could force the other

to an Industrial Court.

5. It is mentioned in the Colonial Secretariat's

report of 15 February that 'it has not yet been

possible to settle detailed drafting instructions'

although it is recognised that there would be
