1. I attach a draft letter to Hong Kong forwarding
a copy of Mr Jenkins' letter and asking for their views.

You will recall that we submitted a draft letter to Mr Royle earlier this week, acknowledging Mr Jenkins' letter and saying that we would be writing again once the views of the Hong Kong Government had been received.
