The General Secretary of the Association of Scientific Technical and Managerial Staffs in the United Kingdom attempted unsuccessfully to influence the outcome of this issue by making representations to Her Majesty's Government. As a result of the Branch's failure to establish a meaningful dialogue with the employer, the members lost interest in its affairs and the Committee disintegrated. The affiliation formally lapsed in June 1971 but there are grounds for believing that ASTMS may seek to establish another 'branch' in Hong Kong in the near future. It is recommended that affiliations of this type should not as a rule be permitted.

There is no evidence at present that it is also necessary to go a step further and restrict affiliations in cases where Hong Kong unions would not come under the direct control of overseas unions. There are three such approved affiliations at present and none have given rise to any apparent difficulty (see Annex A: 2, 6, 15). It is proposed that future applications of this type should continue to be considered on their merits although they should as far as possible be discouraged.

(a)

Honourable Members will be asked to agree that:

there is no need to change the policy of requiring the consent of the Governor in Council (or the Governor, if this power is transferred in future as a result of proposals now under separate examination) for affiliations of Hong Kong unions to organisations established outside the Colony;

(b)

the power to revoke authorisation should be considered where experience warrants it;

(c)

bodies purporting to be Hong Kong branches of overseas trade unions should in future be obliged to be constituted and registered only as Hong Kong trade unions;

(d)

applications to affiliate to reputable international organisations of workers or employers should as a rule receive favourable consideration;

(e)

applications to affiliate to national trade unions overseas should not as a rule receive favourable consideration unless:

(i) there would be no element of control by the outside

body such as to place the Hong Kong union in a

subordinate position to it; and
