3, I do not recall any special reference to this marked increase in FTU strength in any reports and I wonder whether you feel inclined to tell Hong Kong that we have observed this trend and enquire whether it has continued during the first half of 1973 and if we could have their estimate of the implications? The admission of China to the UN and the expulsion of Taiwan must have had its echos in Hong Kong but something more than this is needed to explain the relatively poor performance of the Hong Kong TUC and its affiliated unions notwithstanding the degree of official recognition that the TUC receives. It could be - and I put it no higher than that - that the various restrictions in the Trade Union Ordinance (e.g. employment of paid officials) may be operating in favour of the communist-led unions where there is no shortage of money.
