1. You will remember writing to me in August about
the sterling guarantee arrangements.
We had the
opportunity to discuss this further when you called
on me on 14 September.
2. I am delighted that we have now been able to
reach agreement on a mutually satisfactory basis,
from which both Hong Kong and the UK derive benefit.

I am glad too that we have thereby achieved a
demonstrating victory for our community of interests, which have
