STERLING: LETTER FROM P C WOO

1. We discussed the possibility of a "warm"

message when you were here in September, and agreed

that we might reconsider the possibility if an

appropriate occasion arose.

2. The mutually advantageous position reached over

sterling seems to me to be an obvious peg on which to

base such a message. I am also aware that P C Woo

expects a written reply to the letter to be signed

on behalf of UMELCO (Hong Kong telegram number 954)

on this subject.

3. Do you agree that a letter on the lines of MIFT

to Woo would be helpful and that we should encourage Woo to release it to the press? I shall

be glad to have your comments.
