You are quite right also to follow the line of the talks with the Treasury having been cordial and constructive. position is that a situation has arisen that is not of Hong Kong's making, and which, as we warned the Treasury, we were powerless to prevent if they delayed making proposals until the last minute. This situation is one that renders it difficult for Hong Kong to qualify for the guarantee. Recriminations about this now would be fruitless
