The Chief Secretary has received from Sir John Tilney MP a copy of the letter of August 29 to the Acting Governor of Hong Kong from the Hong Kong Civic Association. Sir John Tilney, who as you know is chairman of the All Party Hong Kong Parliamentary Group, asks for ano #1 official answer". I have tried my hand in the sense of the attached draft, but would welcome your comments on it. I have deliberately eschewed any reference to other areas where Hong Kong's dependence on the UK is substantially to the colony's advantage (eg defence) both because this is not really for the Chief Secretary to the Treasury but also because our record on sterling stands on its own. I would be grateful if you could aim to let me have comment by the close of play tomorrow if possible.
