1. I have tried to telephone you without success about the draft you sent over yesterday.

Now that I have seen Hong Kong telegram no 931 I really do not feel that it would unduly disturb the Treasury. It is far from being Hong Kong at its worst and given that we ought to let the Treasury know what is in it I do not think a letter is any more or less disturbing.
3. If for reasons of your own you would prefer to write, I would suggest you include a reference to the accusation that HMG were in breach of an undertaking to conduct a review in March this year there may be something in this and they ought to be aware that that is the Hong Kong attitude.
L·. Mrs Hedley-Miller is now on leave. If you do send a letter I would think it quite sufficient to write to Mr W St Clair at departmental level. The Bank of England should of course also receive a copy of the telegram or letter.
