1. We have received from Hong Kong a copy of a letter to
the Acting Governor from Mr P C Woo on behalf of the Unofficial
Members of Legislative Council (Hong Kong telegram No 954).
The Acting Governor acknowledges in his telegram No 953 that
the Unofficials' letter is in some respects ill informed.
But
he says it gives the flavour of current attitudes in Hong Kong.
2. There is nothing substantial we can say in reply. Hong
Kong have been told that they must wait for the Chancellor's
message. It is at least possible that this will be sent before
the talks with the Governor on 11 September. Mr P C Woo, will
himself be in London during that week and, depending on the
content of the Chancellor's message and the extent to which it
can be discussed with Unofficial Members of Legislative Council,
there might well be advantage in offering a meeting for Mr Woo
with Mr Royle.
3. I understand from Mr Holland, in strict confidence, that
it is possible that the Chancellor's message may issue on
7 September. If so, this also raises the possibility of
discussions in London with Mr Haddon-Cave, who is due to be
here for his talks on the Mass Transit System until at least
6 September. There is, however, no need to mention this in
