The telegram conveys the text of a letter sent to the Governor by Mr Hilton Cheong-Leen, Chairman of the Hong Kong Civic Association. As you will see, its telegrams are in essence very similar to these in the telegrams sent by Mr P C Woo on which Mr Stuart submitted on 28 August. Mr Royle authorised the despatch of FCO telegram No 866 in reply to Mr P C Woo's letter. I think a similar reply should be sent to Mr Hilton Cheong-Leen. I attach a draft.
