STERLING AGREEMENTS

Following on our meetings last week, I attach 17 draft telegrams to the various posts concerned.

The countries concerned fall mainly into 3 categories:

(a) Those who have agreed to the proposals set out in our tel no 514 to Wellington (or in the case of Dependent Territories, our tel no 105 to Governor Hong Kong);

(b) Those who have commented on our proposals (and in some cases have had replies to the points they have raised);

(c) Those who have not yet commented on our

proposals.

3. The basic telegram to those who have agreed, and who have no special problems, is contained in the Bridgetown draft. In addition there are drafts contein- in supplementary material for Suva and Wellington. also have to ask Hong Kong whether they have indeed agreed to our proposals.

4. Amman, (the Jordanians have also agreed) requires a separate telegram, to cover the "conversion" point and also because of the other questions raised in Ammazi tel no 67 of 7 December. Copies of the Amman teleg at will be repeated for information to those posts who have commented on our proposals, and with whom we have the some "conversion" problem. Consequent drafts (two) are also attached.

5. The basic telegram to countries in category () is addressed to Bahrain. A few embellishments are also required for Dar es Salaam.

6. The basic draft to those who have not replied is addressed to Brunei or, for the "big" Governors to Governor Bermuda; short explanatory telegrams are also

7. There are also three other drafts:

(a) To Singapore which is sui generis for the purposes of the sterling agreements:

(b) Bridgetown whom we should (belatedly) request to speak to the ECCA. (I will pursue separe tely with the Treasury the question or how we should tackle the other four Currency Boards);

(c) St Lucia: the British Government representative in St Lucia is accredited to all six Associated States; two of them, St Lucia and Dominica, fall into category
