Hong Konrı issue of Government páper to the banks
Nogor Lavelle held a moeting on 16th January to consider a letter from the Govornor of Hong Kong to Sir Denis Greenhill and I wa now enclosing the basis for a reply which, it was agreed, should be prepared here,
The memorandum is largely a technical piece and does not cover the question of when discussion of the future of the Sterling Agreemont is to be resumed, Perhaps all that can be said at this
stago is
"I know that you are anxious that further discussion of the
Sterling Agreement should take place without too much delay but, as you are aware, this is a matter which affects all Agreemont countries, We shall, of course, be in touch with you again as soon as it has been decided when a new round of negotiations might be initiated."
