We spoke. Mr CJ Bailey, Overseas Office, Group 3E, Bank of England (Tel No 601-4166), has asked if we could send to him a copy of the attached letter from Sir D Greenhill to the Governor of Hong Kong. As you will see, the letter is graded Secret and Personal. The Bank of England already have a copy of a letter dated 18/12/72 (copy below) which was sent by the Governor in reply to the US's letter mentioned above.

The PS to the PUS has said that he sees no objection to the letter being copied to the Bank of England provided that the Treasury agree. I should be grateful if you would say if you see any objection and if you would also obtain Treasury approval for the letter to be copied to the Bank of England.

3. There is, incidentally no indication on our files that the letter of 18/12/72 was copied to the Bank of England. Perhaps it was sent to them by FRD?
