Mr Wotton (Hong Kong & Indian Ocean Dept K 245)
1. We should prefer that the Bank of England were not sent a copy of the PUS's letter of
29 November 1972. It does not add anything to their substantive knowledge, and there are one or two sentences in it which we should prefer not to have quoted back at us should we wish to press Hong Kong's case with the Treasury and/or the Bank of England on a future occasion.
2.
I suggest you hope that Mr Bailey has forgotten about the matter but that if he gets in touch with you again, assure him that the letter will not add anything to their information, and that we cannot therefore let him have a copy.
