When you wrote to Christopher Fogarty on 25 June you suggested that we might set up a small group to start work on messages about the sterling agreements.
We have much in mind that decisions are needed quickly, and that forthcoming action must be related to the Commonwealth Heads of Government Meeting in Ottawa on 2-10 August and the Commonwealth Finance Ministers Meeting on 18-19 September. We have prepared the attached check-list of drafting to be completed in July-September. I should be grateful for
any comments or additions to it which you may have.
I think we will be shortly reconvening SARC, or possibly an ad hoc group, to get on with the items in this list. But until the policy choice has been made, I am inclined to think it would/be worthwhile to begin actual drafting now, even on a contingency basis.
I am sending a copy of this letter and enclosure to Stanley Payton at the Bank of England and would welcome his comments also.
