1. The week before last I wrote a "ginger" letter to Mr Fogarty
in the Treasury about the need to get on with contacts with
Sterling Area countries on the Agreements which are due to expire
towards the end of September. The immediate outcome of this
letter was the Guidance to posts which we felt to be necessary.
2. I have now received a very useful letter from the Treasury
which faces up to what has to be done. It is a good deal. 1
propose to send a considered reply to the Treasury later as soon
as we have discussed it among ourselves. In the meantime, I have
sent an immediate acknowledgement referring to the need to make
a submission to the Secretary of State on the position in general,
perhaps with particular reference to Hong Kong.
