such discussions will be when we are clearer on how the

Sterling Agreement question is to be handled in relation to

Hong Kong. It is possible that this will be after mid-

August; and indeed what we know about the leave plans of UK

participants in the proposed discussions points in the same

direction. I also understand that Mr Royle would be glad to

invite the Governor to Gloucestershire and have included a

passage accordingly.

8. I accordingly submit a draft personal telegram to the

Governor from Mr Royle on the lines we discussed. The draft

has been agreed with FRD, Mr Marshall and Mr Holland. If

Mr Royle agrees to this we shall need to clear out lines with

the Treasury and the Bank before the telegram goes off. As I

shall be on leave all arrangements for the discussions with

the Governor will be made by Fir Crowson in association with

FRD as appropriate. Thereafter FRD will be consulted on the

question of suitable people to go to Hong Kong.
