We are circulating concurrently a DOP note to the effect that, as

no objections have been received, the Committee has been recorded as

endorsing the Foreign and Commonwealth Secretary's conclusion in

paragraph 9 of DOP(73) 4. I understand that the Chancellor of the

Exchequer will be offering some comments, but that he is content with

the general recommendations of your Secretary of State's paper.

2. You should also know that while endorsing the conclusion that the

position should be kept under annual review, the Prime Minister felt

that the matter need not necessarily be brought before Ministers

collectively every year, but rather whenever the Foreign and Commonwealth

Secretary feels that there are new factors which justify reconsideration

of the issues involved.
