1. How to respond to the request of the Spanish Foreign
Minister for British counter-proposals on Gibraltar.
BACKGROUND
2. In September 1971, the Secretary of State and the former
Spanish Foreign Minister, Sr Lopez Bravo, agreed to "think
together" about Gibraltar and had four substantive meetings
between then and lay of this year. The talks in May, however,
made no progress and, in order to prevent a breakdown of the
dialogue, the Secretary of State undertook to examine the
whole field of proposals which had been put forward by the
Spanish Government.
30 The principal Spanish proposals were first presented by
Sr Lopez Bravo at the meeting in July 1972. On this occasion
we refused to accept a document, which would have introduced
an element of formal negotiation into the proceedings, but
took note of the proposals as read out by 3r Lopez Bravo.
Earlier this year, at a secret meeting with the Chief Minister
of Gibraltar, a Spanish representative, Sr Arguelles, handed
Sir J Russell a document containing similar, but not identical,
proposals.
