THE DIALOGUE WITH SPAIN
Mr. Royle has seen the attached copy of this submission and has commented on Mr. Larmour's minute of 8 August about the proposals for a solution of the Gibraltar question. He says that it is not certain that the idea of a formal and titular transfer of sovereignty over Gibraltar to Spain would be damaging in Hong Kong. Would you please comment on the effect of this idea in Hong Kong.
