1.
On 20 September the Secretary of State sent a minute to
the Prime Minister, copied to a number of other Ministers,
asking that, in dealing with Hong Kong, Departments should
seek to balance the United Kingdom and Hong Kong interest
across the whole field.
2. In response the Prime Minister suggested that a DOP
paper might be necessary and asked that in any case there
should be an effort to resolve outstanding issues before his
visit to Hong Kong in January.
3. The Cabinet Office have now suggested a group at the
official level in the GEN series under Cabinet Office Chair-
manship to consider the issues.
4. I attach a suggested reply to Sir John Hunt's letter
which has been drafted by Mr Youde.
