The best answer is to reaffirm our
determination to eliminate discrimination in favour
of Hong Kong's principal competitors in the first
Annual Review. But to the extent that this will be
believed it is also a hostage to fortune. We cannot
be sure that the Community will agree and we must
leave open the possibility of failure. But if the '
Prime Minister is to carry conviction in Hong Kong,
he will need to emphasise that we will honour our
promise to press most resolutely and publicly for the
change next year.
