REVIEW OF NATIONALITY LAW
1. Sir E Norris telephoned on 10 August to say that Mr Royle
had asked for a brief on the review of nationality law being
conducted under the directions of the Ministerial Group GEN 139
to be ready for him when he calls at the FCO on 17 August.
I understand that the Governor of Hong Kong mentioned the
decision provisionally taken by Ministers in GEN 139 on 25
July to create, in addition to a new citizenship of the UK,
a new citizenship of the UK's dependant territories. Sir M
MacLehose no doubt informed the Minister that he would much
prefer things to be left undisturbed but that if the change
must be made, he greatly hoped that colonial "belongers"
might remain "Citizens of the United Kingdom and Colonies",
"non-belongers" elsewhere, eg UK passport holders in East Africa,
being given some new or different status.

The current review of nationality law has been undertaken
subsequent to the Home Secretary's statement in the House of
Commons on 25 January when he stated that HMG could not agree
to accept UKPH from East Africa in greater numbers than are
provided for under the current special voucher scheme, but
added that he would be undertaking a review of British
nationality law with the immigration situation in mind.
