Talks with Sir Murray MacLehose

It is not for me to say how the programme for Sir Murray MacLehose's days in the Office should be organised but I wonder whether, if there is to be the kind of fairly far-reaching discussion about Anglo-Hong Kong relations, which the Governor clearly wants, perhaps on the basis of a paper prepared during August, his programme should include in addition to or instead of meetings with individual members of the Office, a fairly long meeting with Sir D. Watson, Mr. Wilford, Mr. Evans and Mr. Stuart, perhaps with Mr. Royle which

would form the main occasion for discussion of the bilateral relationship. This meeting could then report to the Secretary of State who I think will also wish to devote a substantial period of time to discussion with the Governor. Unfortunately

12 September is very full for the Secretary of State and 13 September is not easy. The best time would be at 4.30 pm or 5 pm on Tuesday, 11 September for a hour or an hour and a half. This presupposes that discussion with officials has taken place first. It occurs to me also that the Secretary of State might like to have a quiet lunch with the Governor at the Carlton Club and he will probably be free on Tuesday, 11 September to do this. Howcurr`we would have to put thass to the 5.45, in due courte.
