9. The Governor was very keen that Mr. Royle should pay a visit to Hong Kong. He said that the only thing that might make it awkward would be a case involving capital punishment coming up either just before or during his visit. Mr. Royle has therefore decided that he should pay a short visit to Hong Kong. I am minuting separately about this.
