4. The Governor's reply to my question about the
effect in Hong Kong of new citizenship provisions
which we have in mind was admirably robust and
taken by itself he thought he could carry them through
subject to certain suggestions which he put forward
being adopted. He added, however, that he would have
much greater difficulties if they were fortuitously
in time combined with unsatisfactory proposals on
sterling agreements or [another sharp difference of view about death sentences.]

As you will know in the light of my colleagues
advice I decided that soi, the convicted murderer,
should be reprieved. This did not go down at all well
in Hong Kong, more particularly as it was soon
followed in time by a case where for strictly legal
reasons we have so far been unable to send back from
this country for trial in Hong Kong a British police
officer accused of bribery in a big way. To the man
in the Hong Kong street it seems we use different
standards for Chinese and Britons. On death sentences
I have had to tell the Governor that Parliamentary
feeling in this country being what it is I cannot
give him a cast iron guarantee that I would not again
reverse his decision if a petition against a death
sentence should be made to The Queen. We have therefore:
