MEETING WITH SIR MURRAY MACLEHOSE, TUESDAY 11 SEPTEMBER AT 11.00 am

1.

I promised to send you the briefs for the talks with the

Governor in time for Mr Royle's box this evening. I attach

them now, as shown on the attached list. Most of them have been

cleared in draft with Mr Wilford.

2. The briefs have been divided into three categories. "A"

briefs are subjects which we suggest Mr Royle should raise.

"B" subjects are defensive briefs for Mr Royle if the Governor

raises the issues. "C" subjects are not of such live interest.

They are background briefs and the subjects could be raised if

there is time available.

3. I also attach notes on two subjects which Mr Royle might

like to raise with the Governor in private conversation outside

the main meeting.

A Top Secret paper on Nationality has been sent to you by

understand Sir E Norris. I mentioned that you will be keeping it for Mr Royle

to see when he comes in on Tuesday morning.

5. Any further briefing will be sent in Mr Royle's box on Monday

afternoon. Mr Marshall and/or Mr Holland may like to attend the

discussion on sterling, which I suggest should be taken first.

Mr Rushford will be available for discussion of the death penalty

and the Godber case. Mr Evans has indicated that he will attend

at least for the topics of interest to FED, which I suggest should

therefore be left until last.
