Secondments of Administrative Officers from the UK Services
1. The current position is as shown in Annex A. This exercise
has provided a fair crop of not unexpected teething troubles. We understand Hong Kong wishes us to press on with our attempts to cure these and we agree. The main ones seem to us to be
concerned with accommodation, and income tax. What is the next
move on each of these? Present score is 4 officers at post and 3 more with marching orders. is this right? What about Mr Holmes?
What about another beachcomber?
The Proposed New DTAB
2.
Negotiations are currently continuing with the CSD.
We may
have some progress to report. It has been agreed that serving officers in Hong Kong should all come into the new section but
that new entrants for Hong Kong should be recruited on DTAB terms.
Will this create difficulties?
Recruitment of Administrative Cadets, 1973

The current position on each of the 5 cadets appointed this
year is as shown in Annex B.
Training of Local Administrative Officers
4.
The Vice Chancellor of Oxford University has replied to the
Secretary of State in encouraging vein about a training course at Oxford, but further consideration will be given to this when
the long vacation is over.
