SPONSORED VISIT BY MEMBERS OF THE URBAN COUNCIL

You asked about the background to the Governor's Telegram No. 726 (attached).

The proposal for this sponsored visit arose out of a meeting which Mr Royle had with the Hong Kong

No doubt Parliamentary Group in July last year. successfuly lobbied by URBCO during their visit to Hong Kong, MP's suggested it would be a good thing to bring some of the elected members of Urbco to Britain on a sponsored visit.

The Governor was consulted. His view was that (a) if the visit were intended as reciprocity for MP's visit, then the invitations should rightly be to UMELCO members rather than Urco; (b) that it would be wrong to distinguish between elected and nominated members of Urbco; and (c) that in any case at that time the Urban Council was fully occupied with its reorganisation and the Keep Hong Kong Clean campaign.

A compromise solution was agreed upon which was that a group of three or four UMELCO representatives should be invited in the autumn of 1972, to be followed by an invitation to a similar number of Urbco members this summer, the latter to be informed of our intentions when the Umelco invitation was issued. IAD agreed to finance and organise two separate tours on these lines.

The UMELCO visit duly took place in November 1972. The Governor's telegram now suggests that the Urbco visit should take place in September or October this year. I will keep in touch with IAD on this.
