the people of Hong Kong have markedly improved.

We are living in an age of increasing concern

with the problems of urban living, of

environmental pollution and control.

Although

it is natural for responsibility for such

matters to be laid at the Government's door,

the role of the Urban Authority is vital,

particularly in improving and maintaining the

quality of life. I am sure that the reorganised

Urban Council is facing this exciting challenge

with enthusiasm and determination. It is to be

hoped that with the increasing awareness and

expectancy of high standards, an increasing

civic pride will also develop. And I think that

the success of the Keep Hong Kong Clean Campaign

does show that this is happening.

There is as you all know a close link and a

community of interest between Britain and Hong

Kong. It is the job of us all concerned with

Hong Kong to help to foster your development.

We are most impressed by your achievements so

far and will do all in our power to help you in

the future.
