I am delighted to be able to welcome
representatives of the Urban Council to London.
We had originally hoped to arrange for your visit
last year but this was not possible because of the
re-organisation of the Council itself and of your
Keep Hong Kong Clean Campaign. ( and I see from
-
the Governor's speech to Legislative Council last
week how successful that vast and imaginative
campaign has been). But we are more than glad to
see you here now and I do hope you will be able
to derive the maximum benefit from the varied
programme of visits and discussions which have
been arranged for you.
It is evident from the Governor's speech
last week that development plans for education,
housing, social welfare, recreation and other
amenities in Hong Kong are going ahead at a good
rate. I have visited Hong Kong many times in the
past and over the last ten years I have seen it
grow in stature tremendously. It has now
developed into a great centre of industry, trade,
communications, finance and tourism. And at the
