VISIT OF HONG KONG URBAN COUNCILLORS
1. At Mr Royle's luncheon for the visiting delegation on
Monday, he promised to meet the members briefly before they
left London. The delegation are now calling on Mr Royle at
5.30 pm today. My submission of 19 October (below) sets
out the composition of the delegation, the background to the
visit and the scope of the Council's activities, following
its re-organization in 1972.

When the delegation called on Sir Duncan Watson on
Monday, they raised three issues: the death penalty; the
Godber case; and elections to the Urban and Legislative
Councils. However the group spent most of the meeting
disagreeing with each other, and no dialogue with us took
place.

3. Mr Royle will probably wish to explain to the delegation
the reasons for the reprieve of Tsoi.

Mr Royle may like to point out that it is not the fault
of HMG and the Fugitive Offenders Act that Mr Godber has so
far evaded prosecution. It is the lack of evidence of an
extraditable offence which, together with the failure to hold
