I had dinner last night at a very good Chinese Restaurant, The Gallery Rendezvous in Beak Street, where Michael Wright was entertaining the Urban Councillors.
I sat next to Henry Hu who tells me that he and his party are coming to see you next Tuesday. I think I should let you know what I suspect may be at least some of the ideas that are in their minds.
1. An increase of the Franchise to heads of families resident in Hong Kong for
five years or more.
2. Enlargement of the Urban Councillors jurisdiction to include housing, primary
education and parts of social welfare.
A change of their name to the City Council.

More financial power to raise, say, a dollar rate.

The need for the Council to have a small staff of its own.
The need to speak in general debate more often than once a year in November on the general problems of Hong Kong. He mentioned the wish to restore Standing Order 10(1).
Whether they will raise all these points or not I do not know or what the Governor's reactions would be to them. I am writing to him in the course of the next day or so as he has been good enough to invite us out again to Hong Kong in the middle of January. I will send him a copy of this letter to you.
Bill Elliott and Walter Clegg are reporting tonight in the C.P.A. Rooms on their recent visit to Hong Kong.
