I refer to our telegram No.580 dated 28th May, 1973, on the subject of the forthcoming visit to Britain by the Heung Yee Kuk, in which it was stated that eight members of the delegation propose only to make a courtesy call on Mr. Anthony Royle on 19th June and do not intend to raise any particular points with him.

The leader of the delegation, Mr. CHAN Yat- san, has reiterated that this is still their intention, but it may nevertheless be useful for you to know that the following issues have been discussed with the Kuk over the past year or so:-

the land policy issue and compensation for land resumed for public purposes. The present position is that we are working towards new legislation to replace the present Crown Lands Resumption Ordinance, the provisions of which have been regarded as unfair in respect of compensation by the Kuk. The Kuk's attitude to this issue is that as advised by the Governor they will work towards a solution with the District Commissioner, New Territories, and the Hong Kong Government and they are now awaiting the outcome of earlier discussions;

the Ha Tsuen Range. Here we are approaching the end of an exercise to reduce the Range to its absolute minimum to meet services requirements, to gazette and maintain the new boundary, and to rent at increased rates all the private land in the Range.
