You will recall that the Chairman and leading members of the Heung Yee Kuk delegation have been visiting the United Kingdom and called on Mr. Royle on the 19th.
June.
Your telegram No. 610 of the 21st. June reported
the subjects which had been discussed.
When replying to it, we promised in our telegram No. 701 of 28th. June to keep you informed of the arrange- ments made for the future issue of Closed Area permits.
As then forecast, the need to establish
applicants' bona fides has precluded their issue in London to returning residents. We have nevertheless been able to go a long way to reduce the inconvenience caused by the whole permit system, and hope that it it may well be possible to go still further. The detailed position is set out in
the enclosed note.
Our telegram said that UMELCO members had also taken up this matter. The effect of the changes now made is that all their recommendations have been fully met, with one exception. This concerns long term permits for visitors who formerly lived in, but who have moved outside, the Closed Area. Their position, which is more complex, is still under examination with a view to first simplifying the procedure for obtaining permits and perhaps introducing long term permits later on.
