HONG KONG: MR LAWRENCE KADOORIE
1. In his letter of 9 April Mr Aston reports that Mr Lawrence
Kadoorie will be visiting the United Kingdom from 1 May for a
month. He wonders whether Mr Royle would be prepared to offer
Mr Kadoorie entertainment. He presumably has in mind luncheon.

Despite Mr Kadoorie's personal worth and importance, I doubt
if this would be a good idea. I understand that it would create
a new precedent for Mr Royle to give a special luncheon for a
businessman from Hong Kong. Other prominent men in Hong Kong might
be disturbed if Mr Kadoorie was honoured first and would certainly
expect similar treatment thereafter.

Other possible solutions which I think would meet the case,
would be for Mr Royle to ask Mr Kadoorie for a meeting and a
drink in the FCO; to arrange with Sir Arnold Weinstock for Mr Royle
to be invited to some of the entertainment for Mr Kadoorie; or to
ask an Under-Secretary to take Mr Kadoorie on to luncheon after
accompanying him to see Mr Royle. I have no view on the best
solution, but have agreed with Mr Davies to submit the possibilities
for consideration.
