Richard Crowson sent us earlier today the draft speaking note for talks with members of EXCO and LEGCO. I am bound to say that I do not feel too comfortable about the 'disparity of interests' theme.

It seemed to me that it would be happier if instead we separated out, in his paragraph 3, those issues on which it is not in the gift of HMG to take independent action (eg the EEC's GSP, textile policy in Europe, oil, Chinese representa- tion in Hong Kong) from those issues which are strictly bilateral.

As you will see from the attached redraft, we should also prefer a less reproachful reference to the loss of the mass transit contract.
