The abbreviation of the programme would be
expense of the provincial tour in China ond of thi
greater part of the visit to Hong Kong. We belielu dib
both could be abandoned in the circumstances, although:
we do attach importance to the Prime Minister spording
5 or 6 hours in Hong Kong on his return journey.
We shall be grateful to know how the Frime Minister
would like to proceed. Whatever his decision, we
think it important that the Chinese Government should
be informed of any change in plan as soon as possible
(and in any case well before Christmas).
