I should like to enlist your aid in the preparation of speech material which is required for Lord Carrington's forthcoming visit to the Far East and Australasia.
Although the details of the programme have yet to be finalised, there will undoubtedly be engagements where a speech is called for: invitations have already come from the Indonesians and from the Australian National Press Club and their Institute of International Affairs; similar invitations may also come from other places on the itinerary, ie Nairobi, Hong Kong, Wellington, Singapore, Kuala Lumpur and Tokyo.
A speech on defence policy, with special reference to the Indian Ocean, South East Asia and Five Power Arrangements, is being prepared here. In addition, Lord Carrington may be asked to speak on foreign policy generally and - in Australasia especially - on immigration and economic affairs.
I should be grateful, therefore, if you would arrange for your people to supplement the briefs which, I understand, are already being prepared, with material for a "non-defence" speech. Perhaps this could be with us by 16th January.
