The Foreign and Commonwealth Secretary has
approved Mr Heseltine's plans to visit China.
I note that you also mention the possibility
of Mr Heneltine's visiting Hong Kong and Japan
on the return journey. As regards Japan, we
should prefer to leave this open for the time
being. A number of British ministerial visits
to Japan are already in prospect, and we should
not wish to overdo it. If Mr Heseltine would like
to pursue this proposal, I hope that you will
let us know in good time so that we may consult
· IM Ambassador in Tokyo.
We are consulting the Governor about the visit
to Hong Kong.
