I attach a brief under Section 1 of your minute of
28 February namely Hong Kong - Political and Economic Position.

This is brief as you requested. In particular there is little on the Hong Kong/China position since this is covered in some detail in Mr Davies' brief prepared for the Secretary of State's visit to Peking.
