VISITS OF MEMBERS OF PARLIAMENT TO HONG KONG

1. In his submission of 25 June Mr Stuart set out the programme

of visits to Hong Kong for members of Parliament as guests of the

Hong Kong Government.

2. As Mr Royle is aware, Mr Goodhew, who was to visit Hong Kong

this summer, dropped out and was replaced by Mr R W Elliott.

We

now hear that Mr Fortesque, who was due to visit Hong Kong with

Mr Elliott, has also now dropped out. As none of the MPs on the

reserve list were able to accept the invitation to replace

Mr Fortesque at such short notice, Mr Walter Clegg has now been

invited and has accepted the invitation to visit Hong Kong in his

place. Mr Clegg is a Government Whip.

3. I understand from the Hong Kong Government Office that

Messrs Clegg and Elliott will probably visit Hong Kong from 22 to

29 September.

4. At Mr Royle's request we prepared a background brief earlier

this year for the Members of Parliament who visited Hong Kong at

Whitsun. This brief has recently been up-dated and I suggest

that copies should be sent to Messrs Clegg and Elliott. I attach

a draft covering letter accordingly.
