You last wrote to me on 6 July about the visit by 6 Members of Parliament and a Peer to the Services in Hong Kong. I subsequently took part in a briefing meeting held by Mr Kershaw, and also passed on to members of the group some background material provided by the Hong Kong Commissioner.
2. At the time of the briefing meeting I mentioned that the Hong Kong Commissioner had indicated that he too would be very happy to brief the group. Since then we have heard from the Jecretary for Security in Hong Kong that the Hong Kong Government hope it will be possible for you to agree that the Hong Kong Commissioner should himself attend such briefing meetings in future. This would of course be in addition to FCO representation. We see no objection to this proposal and should be grateful if you would consider it before next year's visit is due.
