UNHCR Operations in Macao and Hong Kong

Mr. Warren Pinegar, the London representative of the UN High Commissioner for Refugees (who I have known for a long time) telephoned today to say that since China had now joined the UN Prince Sadrudin had decided to wind up the UNHCR operations in Hong Kong and Macao. they were handling very few refugees. The High Commissioner wanted however to deal with this in the right manner and Mr. Pinegar would welcome unofficial advice on whether there should be consultations with us or with the Hong Kong Government.

2. I think I am right in saying that this is a joint operation with ICEM. Mr. Pinegar said that ICEM would probably continue and that the World Council of Churches would act on a care and maintenance basis for the UNHCR should the need arise.

Perhaps the right thing would be for Mr. Pinegar to be asked to come round to discuss this with the appropriate departments. I could pass him this message or else you might like to get in touch with him direct saying that you are acting on a message from me.
