HONG KONG AND UN AGENCIES

1.

In your telegram no 715 you ask about pro-ress on this xercise.

2. It has now been completed and the results collated. The conclusion is that where the interests of Hong kong and the UK are similar, Hong Kong's interests should be protected by including Hồng Kong representatives in the UK delegations to the various UK bodies, This should avoid political confrontation with China while at the same time safeguarding the interest of Hong Kong.

3. There are, however, a number of organisations where the interests of liong Long and of the UX may not coincidej namely, IMCO, LOAFE, ADB, the ICAO, ILO, WHO and FAC technical groups, and the WHO regional bodies, These are the more specialised, technical and less political organisations of the UN system, and we feel that separate Hong Kong representation is acceptable here.

I as copying this letter to Head of Chancery in reking.
