Peter has just reminded me that you have not yet received a copy of the McKinsey Report. I recall that in my letter of 24th November, 1972, I promised to send you copies and I very much regret that this was over- looked. By separate package, two copies of Volumes I and II and one copy of the Summary have been put in the bag for you to-day. I should add that they have been given rather limited distribution here; apart from those actually needing to use the Report because they are involved in the exercise distribution has been restricted to officers not below the level of Assistant Director of a department and of course all Unofficials. This is because only a limited number of copies were printed and because we do not wish a wide distribution to be given to the Report until various aspects of it have been tested.
Implementation is proceeding on Chapter 1 and we are testing out Chapter 2 in certain areas, namely long-term operating plans for Education and Medical, U.S.D. refuse collection and Police Traffic activities. We are also doing a personnel resource plan for Police recruitment. It is expected that these will be completed sometime in April.
Not much has been done at the moment on Chapter 3 concerning personnel management though a lot needs to be done in this field. We will come on to that later.
The Consultants are also working hard on Chapter 4 involving reorganisation of the Secretariat. Discussions on this rather crucial exercise are continuing at a high level and at this stage I would hate to predict the outcome. Michael Wright will be able to give you a rough idea of what is going on.
This is a very abbreviated account of the very considerable effort which has been put into the McKinsey exercise but I hope to be able to send you a rather fuller account may be in a couple of months time when we are in a better position to evaluate how it is going.
