In regard to the post of Chief Justice, it is
recommended that Mr Justice Briggs be appointed to
succeed Sir Ivo Rigby, who retires in May on
reaching the retiring age limit of 62,for Colonial
Judges. Mr Justice Briggs has nearly fourteen years
judicial experience including three years as Chief
Justice in the Western Pacific and previous
experience as an Attorney General. A curriculum
vitae is attached.
2. When the Governor originally recommended, In
his despatch of 4 August 1972, Mr Roberts for the and
post of Chief Justice, he put forward Mr Briggs
as the best alternative choice.
Following the
decision to recommend Mr Roberts for the post of
Colonial Secretary, the claims of possible
candidates were re-examined.
There proved to be
no new candidates, either from the Hong Kong
Government or in the Colonial Legal Service outside
Hong Kong, who were thought to be suitably qualified
for the post.
3. With Mr Roberts not available there remained
three candidates to be considered for the post of
