SENIOR APPOINTMENTS, HONG KONG

PROBLEM

1.

We have to appoint a replacement for the present Colonial

Secretary, Sir Hugh Norman-Walker, who is due to retire at the

end of December 1973.

2.

Because the leading candidate for this post has already

been approved by The Queen for appointment as Chief Justice,

Hong Kong, we have also to reconsider the question of a

successor to the Chief Justice, Sir Ivo Rigby.

BACKGROUND AND ARGUMENT

In November 1972 The Queen approved the appointment of

Mr Denys Roberts, the present Attorney General, Hong Kong as

Chief Justice when the present holder of that office retires

in May this year.

Subsequently, however, Sir Murray MacLehose proposed

that Mr Roberts should, instead, be appointed as Colonial

Secretary to succeed Sir Hugh Norman-Walker.
