Attached below is my submission on the appointments of
the Colonial Secretary and the Chief Justice, Hong Kong.
2. If the Secretary of State endorses the submission and it
is established that a change of nomination for Chief Justice
is acceptable to the Palace, the next step will be to ask the
Governor of Hong Kong to approach Mr Roberts and Mr Justice
Briggs to find out if they will accept the relevant appoint-
ments if offered. It should then be possible to convey a
formal offer of appointment as Colonial Secretary to Mr Roberts.
The appointment of the new Chief Justice will have to wait until
after the formal submission to the Palace.
3. I submit a draft telegram to Sir Murray MacLehose accordingly,
to be despatched when the informal agreement to a new submission
on the Chief Justice is received from the Palace.
4.
All these papers have been agreed with Mr Shaw, Mr Fifoot
and Mr Rushford.
